The two-day course was organized by Mayyun Organization for Human Rights in partnership with the Center for Civilians in Conflict (CIVIC), as part of the project “Protecting Civilians through Humanitarian Dialogue and Humanitarian Diplomacy,” supported by the Norwegian Government.
The course brought together 32 participants, including security leaders, community leaders, and local authority officials. Participants received both theoretical knowledge and practical skills in humanitarian diplomacy and humanitarian dialogue, protection risk analysis tools, and the development of response and risk mitigation plans. The course also highlighted local experiences in humanitarian mediation and facilitating safe humanitarian access.
Participants further discussed a number of field experiences that contributed to reducing risks faced by civilians in conflict-affected areas, enabling access to essential services, and supporting the release of detainees and abductees through mediation and humanitarian dialogue efforts. Discussions also addressed the humanitarian conditions of internally displaced persons (IDPs) living in displacement camps and the challenges facing humanitarian action in conflict-affected communities.
In a press statement, Abdu Ali Al-Hothifi, Chairman of Mayyun Organization for Human Rights, emphasized the importance of the course in strengthening the capacities of local actors to protect civilians and support humanitarian efforts. He noted that the training forms part of the organization’s ongoing efforts to enhance the knowledge, skills, and expertise of security leaders, community representatives, and local authority officials in the fields of civilian protection and humanitarian access.
Al-Hothifi explained that the course focused on strengthening the role of local actors in protecting civilians and building channels for dialogue and coordination among relevant stakeholders, in accordance with the principles of International Humanitarian Law and International Human Rights Law.
He also praised the partnership between Mayyun and the Center for Civilians in Conflict (CIVIC), which has resulted in a series of specialized activities, training courses, and workshops on humanitarian diplomacy and civilian protection across Taiz and Al-Hodeidah governorates.
At the conclusion of the course, certificates were awarded to participants, who expressed their appreciation for the training content and for the efforts made by Mayyun Organization for Human Rights and CIVIC in organizing the event. Participants also stressed the importance of continuing such specialized programs to strengthen the capacity of local actors to protect civilians and respond to humanitarian needs in conflict-affected areas.
