On the occasion of the International Day for Mine Awareness, Mwatana for Human Rights renews its warning of the ongoing humanitarian catastrophe caused by landmines and naval mines in Yemen. These mines continue to pose one of the most dangerous direct threats to the lives and safety of civilians, constituting a grave violation by those who laid them of the principles of international humanitarian law and the rules protecting civilians during armed conflict.
Landmines continue to claim civilian lives on an almost daily basis, particularly among women, children, shepherds, farmers, fishermen, internally displaced persons, and travelers along roads and highways. They also leave behind permanent injuries and profound physical and psychological disabilities. Mayyun has documented the deaths of 1,367 individuals and the injury of 1,622 others between 2018 and March 2026 as a result of landmine and explosive device incidents, with children accounting for 30.44% of the victims. In addition, mines cause significant material damage to property, exacerbating the suffering of victims and their families and placing further burdens on communities already experiencing unprecedented humanitarian vulnerability.
Landmines have also rendered vast areas of agricultural land unusable, depriving thousands of families of their sources of income and undermining one of the key pillars of food security in Yemen. Their impact is not limited to land; it has extended to the sea, where naval mines in the Red Sea have restricted fishermen’s movements, destroyed their equipment, and denied them access to fishing areas, resulting in the loss of livelihoods for thousands of coastal families.
The organization further warns of the worsening risks in light of climate change, as floods and torrential rains contribute to the displacement of landmines from the areas where they were originally planted to populated regions. This increases the likelihood of indiscriminate casualties and complicates response and mitigation efforts.
In this context, it is important to highlight that escalating tensions in the Red Sea signal the potential use of naval mines as a tool of conflict. This development poses a serious threat to international maritime safety, increases the risk of mine proliferation, and expands restrictions on fishing activities, thereby exacerbating the food security crisis and deepening the humanitarian crisis.
In line with its human rights mandate, Mayyun for Human Rights calls for:
The immediate cessation of the use of all types of mines and full compliance with international humanitarian law.
Support for and acceleration of landmine clearance operations and the decontamination of affected areas, particularly frontlines, residential zones, agricultural lands, and coastal regions.
Strengthening mine risk education programs and ensuring their accessibility to the most vulnerable groups.
Providing comprehensive support to mine victims, including healthcare, rehabilitation, and psychosocial assistance.
Taking urgent international measures to reduce the risks posed by naval mines to international navigation and the livelihoods of fishermen.
Holding accountable those responsible for planting mines and ensuring that impunity does not prevail.
The efforts made by the Saudi Project for Landmine Clearance in Yemen (MASAM), which since commencing its operations in mid-2018 through December 2025 has succeeded in clearing 551,189 landmines, unexploded ordnance, and improvised explosive devices—and its commitment to regularly destroying what is removed—are appreciated by the organization.
We also urge other programs and engineering teams to intensify their efforts in clearing mines, particularly from residential areas, ensuring their safe destruction, and implementing continuous community awareness programs to warn of their dangers.
Addressing the landmine issue in Yemen represents an urgent humanitarian and human rights priority that requires an effective and coordinated international response—one that places the protection of civilians at the forefront and paves the way toward recovery and the restoration of livelihoods with dignity and safety.

بمناسبة اليوم العالمي للتوعية بمخاطر الألغام، تجدد منظمة ميون لحقوق الإنسان تحذيرها من الكارثة الإنسانية المستمرة التي تسببت بها الألغام الأرضية والبحرية في اليمن، والتي لا تزال تمثل أحد أخطر التهديدات المباشرة لحياة المدنيين وسلامتهم، في انتهاك جسيم ارتكبه زارعوها لمبادئ القانون الدولي الإنساني وقواعد حماية المدنيين أثناء النزاعات المسلحة.

لاتزال الألغام تحصد بشكل شبه يومي أرواح المدنيين، خصوصا  النساء والأطفال والرعاة والمزارعين والصيادين، والنازحين .والمسافرين على الخطوط والطرقات، وتخلّف إصابات دائمة وإعاقات جسدية ونفسية عميقة، حيث وثقت “ميون” وفاة (1367) وإصابة (1622) خلال الفترة من (2018 وحتى مارس 2026) جراء حوادث الألغام والعبوات الناسفة، (30،44%) منهم اطفال. إلى جانب ذلك تتسبب الالغام بخسائر مادية في الممتلكات؛ ما يفاقم معاناة الضحايا وأسرهم، ويضع أعباء إضافية على مجتمعات تعاني أصلًا من هشاشة إنسانية غير مسبوقة.

كما أدت الألغام إلى تعطيل مساحات واسعة من الأراضي الزراعية، وحرمان آلاف الأسر من مصادر دخلها، وتقويض أحد أهم ركائز الأمن الغذائي في اليمن. ولم تقتصر آثارها على البر، بل امتدت إلى البحر، حيث تسببت الألغام البحرية في البحر الأحمر في تقييد حركة الصيادين، وتدمير معداتهم، وحرمانهم من الوصول إلى مناطق الصيد، مما أدى إلى فقدان سبل العيش لآلاف الأسر الساحلية.

وتحذر المنظمة من تفاقم هذه المخاطر في ظل التغيرات المناخية، حيث تسهم السيول والفيضانات في نقل الألغام الأرضية من مناطق زراعتها إلى مناطق مأهولة بالسكان، ما يزيد من احتمال سقوط ضحايا بشكل عشوائي، ويعقد جهود الاستجابة والمعالجات.

وفي هذا الصدد نجد من المهم التنبيه إلى أن تصاعد التوترات في البحر الأحمر ينذر باستخدام الألغام البحرية كأداة من أدوات الصراع، الأمر الذي يشكل تهديدًا خطيرًا على سلامة الملاحة الدولية، ويزيد من احتمالات انتشار الألغام، وتوسيع نطاق حظر الصيد البحري، بما يفاقم أزمة الأمن الغذائي ويعمّق الأزمة الإنسانية.

وانطلاقًا من مسؤوليتها الحقوقية، تدعو منظمة ميون لحقوق الإنسان إلى:

– الوقف الفوري لاستخدام الألغام بكافة أشكالها، والالتزام بالقانون الدولي الإنساني.

– دعم وتسريع عمليات نزع الألغام الأرضية وتطهير المناطق المتضررة،خصوصا خطوط التماس والمناطق السكنية والزراعية والساحلية.

– تعزيز برامج التوعية بمخاطر الألغام، وضمان وصولها إلى الفئات الأكثر عرضة للخطر.

– تقديم الدعم الشامل لضحايا الألغام، بما في ذلك الرعاية الصحية وإعادة التأهيل والدعم النفسي والاجتماعي.

– اتخاذ تدابير دولية عاجلة للحد من مخاطر الألغام البحرية على الملاحة الدولية وسبل عيش الصيادين.

– مساءلة الجهات المسؤولة عن زراعة الألغام، وضمان عدم الإفلات من العقاب.

إن الجهود التي يبذلها البرنامج السعودي لنزع الألغام في اليمن  “مسام” الذي منذ مباشرته مهامه لتطهير الأراضي اليمنية منتصف 2018م وحتى ديسمبر 2025، تمكن من نزع 551.189 لغما وذخيرة غير منفجرة وعبوة ناسفة.. وحرصه على تنفيذ عمليات إتلاف لما يتم نزعه بشكل دوري، محل تقدير المنظمة.

ونحث بقية البرامج والفرق الهندسية على تكثيف جهودها لنزع الألغام خصوصا من المناطق السكنية وإتلافها، وتنفيذ برامج توعية مجتمعية مستمرة للتحذير من مخاطرها.

إن معالجة ملف الألغام في اليمن تمثل أولوية إنسانية وحقوقية عاجلة، تتطلب استجابة دولية فاعلة ومنسقة، تضع حماية المدنيين في صدارة الاهتمام، وتمهّد الطريق نحو التعافي وإعادة بناء سبل العيش بكرامة وأمان.

On the occasion of International Women’s Day, Mayyun Organization for Human Rights extends its respect and solidarity to women across the world, and to Yemeni women in particular, in recognition of their courage, resilience, and vital contributions to their communities despite the profound hardships caused by more than eleven years of ongoing conflict in Yemen.

Yemeni women have stood at the forefront of sustaining families and communities amid one of the world’s most severe humanitarian crises. Their perseverance, leadership, and unwavering commitment to social cohesion have been indispensable in the face of widespread instability, economic collapse, and prolonged insecurity.

Yet Yemeni women continue to bear a disproportionate share of the conflict’s consequences. Deteriorating economic conditions, weakened social protection systems, and limited access to essential services have compounded their suffering. At the same time, many women have been subjected to serious human rights violations, discrimination, arbitrary detention, and abusive practices that undermine their dignity and fundamental freedoms.

In this context, Mayyun Organization for Human Rights calls on all parties to the conflict in Yemen to immediately end violations against women and to uphold their rights in accordance with national legislation and international human rights standards.

The organization specifically urges the Houthi authorities to immediately and unconditionally release all Yemeni women arbitrarily detained in their prisons, particularly employees of United Nations agencies, international organizations, local civil society groups, and women activists who have been forcibly taken from their homes, workplaces, and public spaces.

Mayyun Organization also notes the appointment of three women to the Council of Ministers within the internationally recognized Yemeni government. While this represents an encouraging step, the organization stresses that far more comprehensive measures are needed to ensure the full political, economic, and social empowerment of women, remove legal and institutional barriers that restrict their participation, and guarantee their meaningful representation in decision-making positions.

Ensuring women’s rights and participation is not only a matter of justice but also a critical foundation for achieving sustainable peace, stability, and inclusive development in Yemen.

تتوجه منظمة ميون لحقوق الإنسان في اليوم العالمي للمرأة بالتحية والتقدير إلى جميع النساء حول العالم، والمرأة اليمنية على وجه الخصوص للدور الإنساني والوطني الذي تضطلع به وإسهاماتها المتواصلة في بناء المجتمع رغم استمرار التحديات الجسيمة والمعاناة التي فاقمها النزاع الدائر منذ أكثر من أحد عشر عامًا.

ونحن إذ نحيي هذه المناسبة لا نملك إلا أن تثمن عالياً صمود المرأة اليمنية ودورها المحوري في الحفاظ على تماسك الأسر والمجتمعات المحلية، مؤكدين أن حماية حقوق النساء وتعزيز مشاركتهن الفاعلة في الحياة العامة يمثلان ركيزة أساسية لتحقيق السلام والتنمية المستدامة في اليمن.

لقد تحملت المرأة اليمنية أعباء مضاعفة في ظل تدهور الأوضاع الاقتصادية والإنسانية، وضعف منظومات الحماية الاجتماعية، إضافة إلى تعرض كثير منهن لأشكال مختلفة من الانتهاكات والتمييز والممارسات التعسفية التي تمس كرامتهن وحقوقهن الأساسية.

وفي هذا السياق، تدعو منظمة ميون جميع أطراف النزاع إلى وقف الانتهاكات والممارسات التعسفية بحق النساء، وضمان احترام حقوقهن وحمايتهن وفقًا للقوانين الوطنية والمواثيق الدولية لحقوق الإنسان.

وتطالب على وجه التحديد جماعة الحوثي الافراج عن جميع اليمنيات القابعات في سجونها دون مبرر قانوني لاسيما الموظفات في المنظمات الاممية والدولية والمجتمع المدني المحلي والناشطات اللواتي تم اقتيادهن بالقوة القاهرة من بين عائلاتهن ومقار أعمالهن والشوارع العامة.

وتنوه منظمة ميون بانضمام 3 نساء إلى قوام مجلس الوزراء في الحكومة اليمنية المعترف بها دولياً، وتدعو إلى اتخاذ خطوات أكثر لتعزيز تمكين المرأة سياسيًا واقتصاديًا واجتماعيًا، والعمل على إزالة العوائق القانونية والمؤسسية التي تحد من مشاركتها، وضمان حضورها الفاعل في مواقع صنع القرار، بما يسهم في بناء مجتمع أكثر عدالة ومساواة.

The Yemen Women’s Union – Taiz Branch, in cooperation with Mayyun Human Rights Organization, convened a community-level event this morning under the title “Community Partnership to Combat Violence Against Women,” marking the conclusion of the international 16 Days of Activism campaign. The event was attended by Dr. Abdulqawi Al-Mekhlafi, First Deputy Governor of Taiz.

In his opening remarks, the First Deputy Governor underscored the legal and institutional obligation of the local authority to strengthen the role of women and ensure their effective participation in decision-making processes. He affirmed that women constitute integral and indispensable partners in the governance and administration of the governorate.

He further stated that “our duty constitutes a non-derogable commitment to safeguarding the rights of women and protecting them from all forms of violence and discrimination,” reiterating the local authority’s pledge to guarantee a safe, dignified, and rights-respecting environment that upholds women’s entitlement to equal opportunities, enabling them to realize their potential and contribute to national development.

For her part, Sabah Rajeh, Director of the Yemen Women’s Union in Taiz, emphasized that the event comes amid an observable rise in incidents of violence against women and highlights the urgent necessity of reinforcing cooperation between governmental and community stakeholders to consolidate protection, prevention, and support mechanisms for women and girls.

She noted that the initiative forms part of a broader series of awareness-raising activities designed to promote women’s rights and foster a society free from violence.

The event addressed four principal thematic areas: the role of the local authority, the role of security institutions, the role of civil society organizations, and the role of the media.

وخلا التدشين أكد وكيل أول محافظة تعز اهتمام السلطة المحلية بتعزيز دور المرأة وتمكينها من المشاركة في صنع القرار، كونها ليست مكملاً بل شريكا أساسيا وفاعلا في إدارة شؤون المحافظة.

وأضاف أن “واجبنا هو التزام غير قابل للتنازل بتعزيز مكانة المرأة وحمايتها من جميع أشكال العنف والتمييز”.. مجدداً إلتزام السلطة المحلية بتوفير بيئة آمنة وكريمة تضمن لها الاحترام الكامل وحقها في الفرص المتكافئة لتحقيق ذاتها والمساهمة في رفعة الوطن.

من جانبها أوضحت رئيسة اتحاد نساء اليمن صباح راجح أن هذه الفعالية تأتي في ظل تزايد أشكال العنف ضد المرأة في المجتمع، والحاجة الملحة لتعزيز الشراكة بين الجهات الرسمية والمجتمعية لتوحيد الجهود في الحماية والوقاية من العنف ودعم حقوق النساء والفتيات.

وأشارت إلى أن هذه الحملة ضمن سلسلة من الأنشطة التوعوية التي تهدف إلى رفع الوعي بحقوق المرأة وتعزيز مجتمع خالٍ من العنف.

هذا وتضمنت الفعالية ثلاثة محاور هي: محور السلطة المحلية، محور الأمن ، محور منظمات المجتمع المدني، ومحور الإعلام.

أُقام مركز دراسات المرأة بجامعة تعز ومنظمة ميون لحقوق الإنسان اليوم ندوة توعوية بهدف تعزيز الوعي بالحقوق والحماية القانونية للنساء، وذلك احتفالاً باليوم العالمي لحقوق الإنسان، واختتام الحملة العالمية “16 يومًا لمناهضة العنف ضد المرأة”.

نائب رئيس جامعة تعز الدكتور رياض العقاب، في افتتاح الندوة، أكد أن الجامعة تبذل جهودًا كبيرة في نشر مبادئ حقوق الإنسان، وبناء قاعدة معرفية قائمة على الوعي والتمكين والتعليم النوعي، بما يؤهل لمشاركة فاعلة في المستقبل، ويحقق الحماية والعدالة للمرأة بوصفها ركيزة مهمة لبناء مجتمع قائم على العدالة والمساواة.

وأشار العقاب إلى الدور الذي يضطلع به مركز تنمية المرأة في الجامعة من خلال الأنشطة والبرامج الهادفة إلى نشر الوعي بالمبادئ والآليات والاتفاقيات الدولية والمحلية الخاصة بحقوق الإنسان، والارتقاء بحماية المرأة وتمكينها.

من جانبها أشارت المحامية عبير مغلس ممثلة منظمة “ميون” لحقوق الإنسان، أن المنظمة تعمل على بناء وتعزيز علاقات شراكة مع نقابة المحامين اليمنيين، والسلطة القضائية، والمؤسسات المعنية بسيادة القانون، مجددة التأكيد على التزام ميون المستمر بالعمل من أجل مجتمع تسوده العدالة والمساواة، وتُصان فيه الكرامة الإنسانية، ويجد فيه كل إنسان حقه في الأمان والحماية.

وقدمت في الندوة أوراق عمل إحداها بعنوان “الإعلان العالمي لحقوق الإنسان بين الالتزامات الدولية والتشريعات الوطنية اليمنية” أعدتها المحامية أمل محمد الصبري، فيما استعرضت المحامية رغدة المقطري في ورقة العمل تمكين النساء في الوظائف القيادية وضمان مشاركتهن في صنع القرار، استنادًا إلى مخرجات الحوار الوطني.

ودعت عميدة مركز بحوث ودراسات تنمية المرأة بجامعة تعز الدكتورة إشراق هائل الحكيمي، إلى مواءمة التشريعات الوطنية مع المعايير الدولية التي صادق عليها اليمن، مؤكدتين أن الإعلان العالمي لحقوق الإنسان يمثل المرجعية الأساسية لحماية حقوق المواطنين.

هذا وخلصت الندوة إلى جملة من التوصيات التي نوهت بضرورة إدماج مفاهيم حقوق الإنسان في المناهج الدراسية إلى جانب العمل على بناء قدرات المعلمين وأعضاء هيئة التدريس عبر برامج تدريبية متخصصة بالتنسيق مع الكليات الحقوقية.

وشددت التوصيات على ضرورة تفعيل نظام الكوتا النسائية بنسبة لا تقل عن 30% في مؤسسات الدولة والبرلمان واللجان العليا وربطها بنصوص قانونية ودستورية ملزمة، إضافة إلى إصلاح التشريعات الخاصة بالمرأة، وتفعيل قوانين منع الزواج المبكر والحماية من العنف القائم على النوع الاجتماعي، وإصدار قانون خاص بحماية المرأة من العنف.

كما دعت الندوة إلى استخدام الآليات المحلية والدولية للضغط والمناصرة لتمكين المرأة من المشاركة في مواقع صنع القرار، والاستمرار في رصد وتوثيق انتهاكات حقوق الإنسان وفق معايير مهنية توفر بيانات دقيقة حول الوضع الحقوقي.

The Women’s Studies Center at Taiz University, in partnership with Mayyun Human Rights Organization, held an awareness seminar today aimed at promoting knowledge of women’s rights and legal protections, in celebration of International Human Rights Day and the conclusion of the global “16 Days of Activism Against Gender-Based Violence” campaign.

In his opening remarks, Dr. Riyadh Al-Aqap, Vice President of Taiz University, affirmed that the university is making significant efforts to promote human rights principles and build a knowledge base grounded in awareness, empowerment, and quality education—efforts that enable meaningful participation in the future and ensure justice and protection for women as a key pillar of a society built on equality and fairness.

Dr. Al-Aqap highlighted the role of the university’s Women’s Development Center in advancing awareness of human rights mechanisms, principles, and international and national instruments, as well as its contributions to enhancing the protection and empowerment of women.

For her part, lawyer Abeer Moghles, representing Mayyun for Human Rights, noted that the organization is working to build and strengthen partnerships with the Yemeni Bar Association, the judiciary, and institutions concerned with the rule of law. She reiterated Myon’s commitment to advancing a society rooted in justice and equality—one in which human dignity is upheld and every individual enjoys safety and protection.

The seminar featured several working papers, including one titled “The Universal Declaration of Human Rights: Between International Obligations and Yemeni National Legislation,” presented by lawyer Amal Mohammed Al-Sabri. Another paper, presented by lawyer Raghda Al-Maqatari, examined women’s access to leadership positions and their participation in decision-making, in line with the outcomes of the National Dialogue Conference.

Dr. Eshraq Hael Al-Hakimi, Dean of the Women’s Development Research and Studies Center at Taiz University, called for harmonizing national legislation with international standards ratified by Yemen, emphasizing that the Universal Declaration of Human Rights remains the principal reference for the protection of citizens’ rights.

The seminar concluded with a series of recommendations, including the integration of human rights concepts into educational curricula and the need to build the capacities of teachers and faculty members through specialized training programs in coordination with law faculties.

Participants also stressed the importance of activating a minimum 30% quota for women in state institutions, parliament, and senior committees, supported by binding legal and constitutional provisions. Additional recommendations included reforming women-related legislation, enforcing laws against early marriage and gender-based violence, and adopting a dedicated law for the protection of women from violence.

The seminar further called for the use of national and international advocacy mechanisms to strengthen women’s participation in decision-making roles, as well as continued monitoring and documentation of human rights violations in line with professional standards that ensure accurate data on the human rights situation.

The International Day for the Elimination of Violence Against Women, which begins on 25 November, marks an annual global event aimed at raising awareness of the gravity of gender-based violence and calling for action to confront it in all its forms. The campaign continues until 10 December — Human Rights Day — reaffirming that women are at the core of the global human rights framework.

This occasion arrives while Yemeni women continue to endure a worsening tragedy after ten years of war, as reflected in national indicators of both direct and indirect violence. One in every four women is subjected to various forms of daily violence, whether domestic, societal, or structural and institutional violence manifested through discrimination or denial of basic services.

The years of conflict have also witnessed cases of abduction and politically motivated detention of women, as well as restrictions on their movement. Thousands of women have been forced to flee their homes in search of safety, leading to a significant rise in gender-based and sexual violence due to the collapse of protection institutions suspended by the war.

Military operations in civilian areas have increased the number of women killed or seriously injured, with many joining the lists of partial or permanent disability. The planting of landmines by the Houthi group in residential, agricultural, and grazing areas has caused numerous casualties among women, especially in rural communities.

The deterioration of economic conditions and the suspension of salaries have widened the circle of poverty, forcing many families to flee or migrate in search of livelihoods. A growing number of women have become sole breadwinners after losing their providers, while others have been pushed into begging in urban streets, where they face violence, harassment, exploitation, and trafficking.

In light of these alarming indicators, Mayyun emphasizes the urgent need to raise awareness, reactivate protection institutions, and adopt legislative and institutional measures that ensure an end to all forms of violence against women — not only during the 16-day campaign but throughout the entire year.

The organization calls on the internationally recognized Yemeni government and international partners to:

▪︎ Adopt a national strategy for protection from gender-based violence that reflects Yemen’s context and cultural sensitivities.
▪︎ Establish sustainable institutional structures capable of delivering protection services to all rural areas, especially front-line communities underserved by humanitarian interventions.
▪︎ Expand the establishment of shelter centers and psychosocial support services in governorates and districts, and provide mobile services for rural and front-line areas.
▪︎ Launch a nationwide awareness campaign involving the Ministry of Endowments, community and tribal leaders, and train local actors to ensure sustainable awareness programs integrated into educational institutions.
▪︎ Strengthen community initiatives and local success stories that support and protect women.

On this occasion, the organization welcomes the United Nations’ decision to adopt the theme “Unite to End Digital Violence Against Women and Girls 2025,” given the rise of digital violence and online defamation against women in Yemen, exacerbated by the ongoing conflict and the difficulty of controlling such abuses, along with the use of technology for blackmail and crimes violating dignity and honor.

Mayyun also expresses its full solidarity with women who remain in detention, landmine survivors, families of women who lost their lives, and those still waiting for justice, redress, and compensation — both material and moral.

The organization pays tribute to all women who continue their struggle to alleviate the suffering of others and protect them from violence through national and international mechanisms.

Mayyun calls on the Yemeni government to fulfill its international obligations and work seriously to ensure security and stability, build a safe and just society where women’s dignity is protected, and include women in political decision-making positions that shape the future of the country.

Mayyun affirms that responsibility today is both collective and historic, requiring genuine efforts to alleviate the suffering of women and achieve a just peace in which women, youth, and children — the groups most affected by the war and its consequences — are recognized as key stakeholders.

يأتي اليوم العالمي لمناهضة العنف ضد المرأة، الذي ينطلق في 25 نوفمبر ويهدف هذا الحدث السنوي إلى رفع الوعي بخطورة العنف القائم على النوع الاجتماعي، والدعوة لمواجهته بجميع أشكاله، ويستمر حتى 10 ديسمبر ــ الذي يوافق اليوم العالمي لحقوق الإنسان ــ ليؤكد أن المرأة تقع في صلب منظومة حقوق الإنسان العالمية.

تحلّ هذه المناسبة والمرأة اليمنية لا تزال تعيش مأساة متفاقمة بعد عشر سنوات من الحرب، وهو ما أثبتته المؤشرات الوطنية لمستويات العنف المباشر وغير المباشر. إذ تتعرض امرأة واحدة من بين كل أربع نساء لأشكال مختلفة من العنف اليومي، سواء كان عنفاً أسرياً، مجتمعياً، أو عنفاً هيكلياً مؤسسياً من خلال التمييز أو الحرمان من الخدمات الأساسية.

كما تشهد سنوات الحرب حالات اختطاف واعتقال سياسي للنساء، ومنعهن من التنقل. وأجبرت الظروف الأمنية الآلاف منهن على النزوح من مناطق سكنهن بحثاً عن الأمان، وما رافق ذلك من ارتفاع كبير في حالات العنف القائم على النوع الاجتماعي والعنف الجنسي، نتيجة انهيار مؤسسات الحماية التي توقفت بسبب الحرب.

وزادت العمليات العسكرية في المناطق المدنية من أعداد النساء اللواتي فقدن حياتهن أو تعرضن لإصابات بليغة، وانضمت العديد منهن إلى قوائم الإعاقة الجزئية أو الكلية. كما تسببت زراعة جماعة الحوثي للألغام في المناطق السكنية ومناطق الزراعة والرعي بسقوط عدد كبير من الضحايا من النساء لاسيما الريفيات.

وأدى تدهور الأوضاع الاقتصادية وقطع المرتبات إلى توسع دائرة الفقر، مما دفع العديد من الأسر للنزوح أو الهجرة بحثاً عن مصادر للعيش. كما أصبحت شريحة واسعة من النساء معيلات للأسر بعد فقدانهن العائل، فيما اضطرت أخريات للتسول في شوارع المدن في بيئات يتعرضن فيها للعنف والتحرش والاستغلال والاتجار.

إن منظمة ميون، وأمام هذه المؤشرات الخطيرة، تؤكد الحاجة الملحة إلى رفع مستوى الوعي وإعادة تفعيل مؤسسات الحماية، ووضع تدابير تشريعية ومؤسسية تضمن وقف جميع أشكال العنف ضد المرأة، ليس فقط خلال حملة 16 يوم، بل طوال العام.

وتدعو المنظمة الحكومة اليمنية المعترف بها دولياً والشركاء الدوليين إلى:
▪︎ تبني استراتيجية وطنية للحماية من العنف القائم على النوع الاجتماعي تراعي الخصوصية والسياق الثقافي اليمني.
▪︎ إنشاء هياكل مؤسسية مستدامة قادرة على
▪ ︎إيصال خدمات الحماية إلى كافة مناطق الريف، خصوصاً مناطق التماس التي لا تصلها التدخلات الإنسانية.
▪ ︎التوسع في إنشاء مراكز إيواء ودعم نفسي في المحافظات والمديريات، وتوفير خدمات متنقلة لمناطق الريف والتماس.
▪︎ إطلاق حملة توعية وطنية تشارك فيها وزارة الأوقاف والشخصيات الاجتماعية والقبلية، وتدريب كوادر محلية لضمان استدامة التوعية ودمجها في المؤسسات التعليمية
▪︎ تعزيز دور المبادرات المجتمعية والتجارب المحلية الناجحة لدعم النساء وحمايتهن.

وفي هذه المناسبة، ترحب المنظمة باختيار الأمم المتحدة أن يندرج الاحتفاء هذا العام تحت عنوان “الاتحاد لإنهاء العنف الرقمي ضد النساء والفتيات 2025″، نظرا لما تشهده اليمن من انتشار للعنف الرقمي والتشهير الإلكتروني بحق النساء زاد من اتساعه تأثيرات الصراع الدائر منذ عشرة أعوام وصعوبة السيطرة عليهما، واستعمال التقنية للابتزاز وارتكاب جرائم تمس الكرامة والشرف.

ولا تنسى منظمة ميون أن تعبر عن تضامنها الكامل مع النساء اللواتي لا يزلن في المعتقلات، وضحايا الألغام، وعائلات النساء اللواتي فقدن حياتهن، واللواتي ينتظرن العدالة والإنصاف وجبر الضرر المادي والمعنوي.

كما تحيّي باجلال وإكبار كل النساء اللاتي يواصلن نضالهن لرفع المعاناة عن النساء وحمايتهن من العنف عبر الآليات الوطنية والدولية.

وتدعو منظمة ميون الحكومة إلى الوفاء بالتزاماتها الدولية والعمل بجد لضمان الأمن والاستقرار، وبناء مجتمع آمن وعادل تُصان فيه كرامة المرأة، ويتم إشراكها في مواقع القرار السياسي التي تحدد مستقبل البلاد.

وتؤكد منظمة ميون أن المسؤولية اليوم مسؤولية جماعية وتاريخية، تتطلب العمل الجاد لرفع المعاناة عن النساء وتحقيق سلام عادل تشارك فيه النساء والشباب والأطفال بوصفهم الأكثر تضرراً من الحرب وآثارها وأصحاب المصلحة الحقيقية في السلام.
